Bifacial modules lose Section 201 exemption in the United States but fundamentals remain strong as demand continues to grow from 2020–2023October 09, 2019In our recent insight from October 3rd, “US market to be standout global PV market in 2020 conditional to current ITC policy roadmap", we anticipated that “Restrictions to Bifacial 201 exemption likely to be imposed” because of a strong “push back from local US module manufacturers” since the June 2019 announcement. We anticipated that increasing restrictions were quite likely to be approved no later than Q2 2020. As such, the policy announcement has arrived earlier and more drastic than anticipated. On October 4th, the US Trade Representative (USTR) office announced that bifacial PV modules imported into the US will lose their exemption from Section 201 safeguard measures from October 28th 2019, thereby reverting its recent decision from earlier this year. The USTR claims to have assessed “newly available information” and stated that the exclusion of bifacial technology would “likely result” in significantly higher levels of imports, putting pressure on domestic manufacturers. Energy Storage Policy Insight - August 2019September 09, 2019Key policy announcements in August: Residential subsidies were launched Bavaria (Germany), London (United Kingdom), Oregon (United States) and the Australian Capital Territory. Residential energy storage comes into focus as policy makers launch new subsidy schemes As the residential market continues to grow from annual installations of 1.8 GW in 2019 to 6 GW in 2025. Subsidy schemes have been important progressing uptake in new markets. The largest global markets – Japan and Germany – incentivised residential energy storage early on building on the high installed base of domestic rooftop solar. Australia has seen strong support from regional governments particularly in New South Wales and South Australia. Energy Storage Policy Insight - July 2019August 15, 2019Key policy announcements in July: United Kingdom regulator, Ofgem, is aiming to change generation licensing to eradicate the double-charging of storage assets. This will be achieved by the addition of a formal definition of energy storage to the regulatory framework and requiring information from the provider or operator of energy storage systems. New York utilities, Consolidated Edison (ConEd) and subsidiary Orange and Rockland (O&R) has issued a joint Request for Proposals (RFP) to procure 310 MW of energy storage. The utilities will be splitting the capacity 300 MW to ConEd and the remaining 10 MW to O&R. Exemption of bifacial cell technology from Section 201 measures to accelerate switch from mono to bifacial cell lines outside of China and drive demand in the United StatesJune 17, 2019On 13 June 2019, United States Federal trade authorities ruled that bifacial solar modules will be exempt from Section 201 tariffs, as outlined in a notice from the Office of the United States Trade Representative. The ruling will dramatically increase demand for bifacial solar modules in the United States due to the opportunity of avoiding tariff rates of 15% to 25% through February 2022, in addition to the benefits of higher efficiencies and energy yields associated with such products. IHS Markit expects that demand for bifacial modules in the United States will be primarily served by manufacturing lines across Southeast Asia, as products shipped from China will still face antidumping and Section 301 tariffs that will make them less competitive.Subscribers Only
