  • Trade tariffs in the United States could increase pricing for energy storage systems

    Under articles Section 301 of United States trade policy, the United States is set to introduce 10% tariffs on approximately $300 billion of Chinese imports by the end of 2019, including lithium-ion batteries. While tariffs for some products will be delayed until 15 December 2019, tariffs for lithium-ion batteries are to begin 1 September 2019. Because of these tariffs and others already implemented, including 25% on imported power conversion systems (PCS) and battery materials such as lithium, cobalt, nickel, and other metals, the cost of battery energy storage in the United States is projected to increase. Integrators using Lithium Iron Phosphate (LFP) batteries will be especially affected, due to China’s market share of the global supply chain for such products. Because raw materials are also targeted, the smaller domestic manufacturing base of lithium-ion batteries could also remain affected.

    On 29 January 2019, investor owned utility (IOU) Pacific Gas & Electric (PG&E) filed for bankruptcy as it contends with claims of fault related to recent wildfires in Northern California. As of 2017, PG&E was the second largest utility in California in terms of bundled retail electricity sales and within the top ten across the United States. At this time, investors and spectators appear confident that PG&E will re-emerge from bankruptcy, but in exactly what form is unclear. PG&E expects the bankruptcy process to last approximately two years.

  • New York Public Service commission approves mandate for 3,000 MW of energy storage by 2030; New York Governor calls for 100% Clean Energy by 2040

    On 13 December 2018 the New York Public Service Commission (PSC) approved energy storage targets of 1,500 MW by 2025 and long-term goal of deploying 3,000 MW by 2030, setting the stage for New York’s target to be the highest deployment target in the world. The approved target is to be met by a combination of competitive solicitations for large-scale assets to be issued by utilities and incentive programs for small-scale systems. Days after the approval of the energy storage mandate, the Governor of New York called for achieving 100% clean energy in the state by 2040. If approved, the target would become the most aggressive clean energy mandated in the United States.
