Bifacial modules lose Section 201 exemption in the United States but fundamentals remain strong as demand continues to grow from 2020–2023October 09, 2019In our recent insight from October 3rd, “US market to be standout global PV market in 2020 conditional to current ITC policy roadmap", we anticipated that “Restrictions to Bifacial 201 exemption likely to be imposed” because of a strong “push back from local US module manufacturers” since the June 2019 announcement. We anticipated that increasing restrictions were quite likely to be approved no later than Q2 2020. As such, the policy announcement has arrived earlier and more drastic than anticipated. On October 4th, the US Trade Representative (USTR) office announced that bifacial PV modules imported into the US will lose their exemption from Section 201 safeguard measures from October 28th 2019, thereby reverting its recent decision from earlier this year. The USTR claims to have assessed “newly available information” and stated that the exclusion of bifacial technology would “likely result” in significantly higher levels of imports, putting pressure on domestic manufacturers. Trade tariffs in the United States could increase pricing for energy storage systemsAugust 21, 2019Under articles Section 301 of United States trade policy, the United States is set to introduce 10% tariffs on approximately $300 billion of Chinese imports by the end of 2019, including lithium-ion batteries. While tariffs for some products will be delayed until 15 December 2019, tariffs for lithium-ion batteries are to begin 1 September 2019. Because of these tariffs and others already implemented, including 25% on imported power conversion systems (PCS) and battery materials such as lithium, cobalt, nickel, and other metals, the cost of battery energy storage in the United States is projected to increase. Integrators using Lithium Iron Phosphate (LFP) batteries will be especially affected, due to China’s market share of the global supply chain for such products. Because raw materials are also targeted, the smaller domestic manufacturing base of lithium-ion batteries could also remain affected.Subscribers Only

Energy Storage Policy Insight - July 2019August 15, 2019Key policy announcements in July: United Kingdom regulator, Ofgem, is aiming to change generation licensing to eradicate the double-charging of storage assets. This will be achieved by the addition of a formal definition of energy storage to the regulatory framework and requiring information from the provider or operator of energy storage systems. New York utilities, Consolidated Edison (ConEd) and subsidiary Orange and Rockland (O&R) has issued a joint Request for Proposals (RFP) to procure 310 MW of energy storage. The utilities will be splitting the capacity 300 MW to ConEd and the remaining 10 MW to O&R.
