Exemption of bifacial cell technology from Section 201 measures to accelerate switch from mono to bifacial cell lines outside of China and drive demand in the United StatesJune 17, 2019On 13 June 2019, United States Federal trade authorities ruled that bifacial solar modules will be exempt from Section 201 tariffs, as outlined in a notice from the Office of the United States Trade Representative. The ruling will dramatically increase demand for bifacial solar modules in the United States due to the opportunity of avoiding tariff rates of 15% to 25% through February 2022, in addition to the benefits of higher efficiencies and energy yields associated with such products. IHS Markit expects that demand for bifacial modules in the United States will be primarily served by manufacturing lines across Southeast Asia, as products shipped from China will still face antidumping and Section 301 tariffs that will make them less competitive.Subscribers Only

The cancellation of Mexico’s fourth energy auction generates uncertainty for PV project development beyond 2020February 11, 2019On 1 February, Mexico's Secretariat of Energy (SENER) announced the cancellation of the planned fourth energy auction, confirming IHS Markit’s prediction that the administration would break with the previous administration and end the continuity of power auctions. The decision generates uncertainty for the PV project development beyond 2020 and may delay the country’s renewable energy goals. Developers and investors will now have to look for alternative investment paths to fill the void left by tenders. Moreover, the cancellation will affect the Clean Energy Certificate (CEL) market and may delay the clean energy goals Mexico had set for itself. China announces plans for parity PV projectsJanuary 18, 2019On 7 January 2019, China’s National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) released a scheme for unsubsidized PV and wind power projects. Under the new scheme, pilot projects will not receive any national subsidies, but they will receive support regarding land and financing. On 8 January, NDRC added that the decline of the PV project costs in China by 45 percent from 2012 to 2017. According to NDRC, the steady increase of the economic efficiency of solar and wind projects creates favorable conditions to bring down state subsidies and to ease pressures on subsidy funds. China aims to further reduce the cost of renewable energy power by using economies of scale and by supporting the improvement of technologies. Taking into account the statement from NDRC and NEA, IHS Markit projects unsubsidized PV will generate only little demand in China before 2020.Subscribers Only

Solar projects in Argentina set to continue amid currency crisisSeptember 20, 2018On 29 August, Argentina's president, Mauricio Macri, announced plans to speed up the disbursement of a $50 billion Stand-by Arrangement (SBA) loan by the International Monetary Fund (IMF). His statements raised the alarm that the country was unable to finance itself, sending the emerging markets into a tailspin. On 31 August, the Argentine peso reached a record low of ARS 41 to the USD 1. The central bank responded by increasing interest rates to 60% The government is currently undergoing negotiations with the International Monetary Fund (IMF) to redesign the SBA signed earlier this year. The currency crisis has negatively impacted financing and risks slowing down investment across multiple industry sectors in Argentina.
